In terms of human impact, the EU has conducted safety assessments and has so far failed to provide reports of human injury. In the United States, the Centers for Disease Control (CDC) monitors a large number of people to investigate the exposure of phthalates to human health. China is actively studying the new rules in Europe and America
 
 
 
According to Zhang Yanfen, the toy standard "National Toy Safety Technical Specification" implemented in China is a compulsory national standard. Its mechanical and physical properties, combustion performance, migrable chemical elements (mainly soluble heavy metals) and other technical requirements are completely consistent with the international standard ISO 8124 "Toy Safety".
 
 
 
As for the limit values of eight migrable chemical elements, Chinese standards are equivalent to international standards and European and American standards. The limit values of lead, arsenic, antimony, barium, cadmium, chromium, mercury and selenium are in ppm units, which are 90, 25, 60, 1000, 75, 60, 60 and 500, respectively.
 
 
 
At the end of 2008, the European Union revised the toy directive to increase the restrictions on hazardous elements from 8 to 19, but the new restrictions will not be implemented until 2013, and there are no new detection standards for hazardous elements in the European Union. As for phthalate esters, there are certain limits in Europe and America. Although the standards formulated by the International Organization for Standardization do not restrict phthalate esters, in order to ensure the safety of infants and young children, China has stipulated the limits of six types of phthalate esters in the forthcoming infant pacifiers (pacifiers) safety standards, which are the same as those of the European Union.
 
 
 
In addition, other toy standards for infants and young children, such as National Toy Safety Technical Specification and Safety Requirements for Baby and Young Children's Swimming Pool Suits, are being revised in China, and the limits of phthalates will also be stipulated. At the same time, China has also formulated and implemented the standard for the detection of phthalates. Experts pointed out that due to the different development of different countries and the lack of global integration of product technical regulations and standards, countries formulate different product technical regulations and standards according to their own national conditions. Therefore, the entry of products manufactured and processed by enterprises into different national markets must meet the requirements of national technical regulations and standards in different markets, which is the most basic condition for entering the international market.
